In the custom service Create Subscription modal, we've fixed several issues:

When on the product settings, the start date changes are not allowed or can be scheduled only for a future date, then the "Past period billing" checkbox is hidden.

When start date can be set at a past date, then "Past period billing" checkbox is visible, allowing to generate billing for previous periods retroactively, when creating a subscription.
